Diana Mangsen, RN, BSN, JD
Attorney at Law

Diana Mangsen has been a licensed attorney in Florida since 2006. Before that she spent 16 years advocating for patient care while navigating the Health Care system as an RN. Diana brings the knowledge and experience she has gained in both professions to help her clients.

Legal Career
Diana Mangsen earned her Doctor of Jurisprudence from the Suffolk University Law School in Boston, Massachusetts in 2005. She relocated to Florida and passed the Florida Bar Exam on her first attempt in 2006. Diana is a member in good standing of the Florida Bar. She is admitted to practice in the Florida State Courts, as well as an accredited Veterans Benefits attorney.

Regulatory Compliance
Before opening her own firm, Diana practiced healthcare regulatory compliance in two large publicly traded national healthcare organizations. Through this work she came to understand the inner workings of the healthcare system and gained a deeper understanding of the problems individuals face when trying to meet their healthcare needs.

Nursing Career
Diana spent 15 years working as a Registered Nurse before she went to law school. Diana has worked in Hospitals, Home Care, Community Health, Skilled Nursing Rehabs, Long Term Care and Assisted Living Facilities. Her experience spans these various healthcare environments. Along with clinical expertise, the RN is typically the problem solver and the patient advocate.

In addition to working with the patients, Diana co-developed a Medical Ethics committee and served as chairperson for two years. For a time, Diana was a Director of a Homecare HIV program serving people living with HIV/AIDS. The program she co-developed became the standard of care in Massachusetts for such programs. Through her work with patients and her committee work Diana often witnessed the many problems associated with the lack of estate and long-term care planning.
Marcia Engle
Director of Community Relations

Marcia Engle began working at Mangsen Law in January 2018. Marcia is the Intake Specialist who guides potential new clients through the process of determining if Mangsen Law is the right law firm to meet their needs. She has fostered long-standing relationships with clients and their families.

Marcia settled into the role of Director of Community Relations and has developed professional connections with other businesses that offer care and resources to the elderly and the disabled. She is the firm’s representative in the Central Pinellas Chamber of Commerce and Better Living for Seniors. You can see her out and about in the community at a variety of events.

Marcia is originally from Yorktown, Indiana and has been a Pinellas County resident since 1987. She attended Ball State University and Indiana Vocational Technical College in the mid-1980s. Marcia graduated from St. Petersburg College in 2019 with her Associate of Science Degree in Health Information Technology.

Marcia loves wandering the Florida Botanical Gardens with her son, Ryan. She also enjoys reading, spending time with her “bonus” children and grandchildren and visiting her family in Indiana.
Steven Halstead (He/him/his)
Director of Business Development / Mangsen Law, PLLC

As the Director of Business Development, Steven works collaboratively with the team to promote high quality, client-centered legal services. He actively engages in networking activities building and expanding the firm's network of trust relationships. He visits living facilities and care facilities and other organizations to familiarize himself and the firm with the existing options for care in this community and he educates those facilities and organizations about the law firms’ services. Steven has been a community advocate and educator for his entire professional career and has spent countless hours devoting his personal time in non-paid positions serving his community.

Steven was born and raised in West Virginia where his call to service and his professional goals brought him to providing Socially Necessary Services (SNS), for children in the Foster Care System. Steven relocated to Orlando Florida in 2007 and worked in the public school system as a Behavior Specialist, helping students manage the day-to-day functions required to meet educational goals successfully.

Steven and his husband Chris visited the Tampa Bay Area frequently and in 2017 they relocated to Largo and opened a senior placement agency where Steven helped seniors and their families identify living facilities that matched their individual care needs.

Steven remains a seemingly tireless community servant. In addition to his full-time job at Mangsen Law, he serves on the Board of Directors for the Gulfport Senior Center Foundation, and on the Board of Directors for the Central Park Performing Arts Foundation. Steven teaches a theater class for kids aged 8-18 that meets two evenings per week, and he facilitates an improvisational group for seniors where his oldest member is 100.
